There are three zero-cost solutions for the government, or ways to increase deployment of renewable energy which will not require subsidies for generation. These zero-cost solutions, when accompanied by support policies that would remove non-cost-related barriers, could lower the overall cost of meeting renewable energy targets and hasten their deployment.

In all three solutions, the cost of renewable energy can be compared to a baseline of the fossil fuel energy that additional renewable energy will likely replace. The government needs to subsidize additional renewable energy only if it is more expensive than the baseline.
First, for utility scale renewable energy, the government needs to focus on rapid deployment of onshore wind power.
The cost of wind power, at Rs.5.87/kilowatt-hour (kWh), is already cheaper than the unsubsidized cost of imported coal at Rs.6.81/kWh, which is the fuel it is most likely to replace. Thus, wind power does not require government subsidies. The technical potential of wind power is estimated to be at least 100GW. Thus, 100GW of wind power, which is higher than the 2022 target of 60GW, is a zero-cost solution for the government.
To ensure that India reaches 100GW, the government could encourage rapid deployment through policies which address non-cost-related barriers for project developers, such as land acquisition, resource assessment, transmission interconnection and guaranteed offtake.
Second, for distributed renewable energy, the focus should be on rapid deployment of rooftop solar power.
The unsubsidized levelized cost of energy from rooftop solar power, at less than Rs.7-8/kWh, is already lower than the retail rate of electricity for many industrial, commercial, and residential consumers, at up to Rs.10/kWh (or higher). The realizable potential of rooftop solar photovoltaic (PV) system is at least 57GW by 2024. Though what is needed to realize the full zero-cost potential requires further investigation, approximately 15GW of rooftop solar PV is likely to be another zero-cost solution for the government. To ensure that India reaches 15GW, the government could encourage deployment through supporting policies such as net metering.
In addition, innovative business models will enable financing of the initial costs of solar panels. The government could help create the market by facilitating these models, and also by establishing reasonable technology performance standards and informational platforms to ensure product and business quality.
The third area of focus can be on rapid deployment of off-grid solar power.
Distributed solar PV power is cheaper than diesel generation in most cases, which is the fuel it would likely replace. The realizable potential of distributed off-grid solar PV is estimated to be 15GW by 2022. While additional research is still needed, a significant fraction of this is likely to be another zero-cost solution for the government. Similar to rooftop solar PV, business innovation to finance upfront costs, along with a supportive policy environment, can encourage the deployment of off-grid solar PV power.
In addition to these three zero-cost solutions, there are other ways to significantly reduce the cost of government support for renewable energy. One way is to shift policies to reduced cost, extended tenor, debt. For example, for utility scale solar power, this could reduce the cost of government support by up to 96%.
These are some options available to India that will help it accelerate renewable energy deployment at a zero or low cost for the government

Mr. Modi, in his 15-minute speech to members, called for a paradigm shift in global attitudes towards climate change: from “carbon credit” towards “green credit.” Global awareness on climate change was an opportunity to improve the quality of life of the people. It should focus on what India had done for clean energy generation, energy conservation and energy efficiency, and what more could be done in these areas, instead of emissions and cuts alone. There must be a careful evaluation of all the initiatives India had taken so far. The Prime Minister emphasised India’s sanskar (traditions) and soch (thinking), where people nurtured prakriti prem (love of nature) from childhood, the statement added.

Mr. Modi said people’s concerns about climate change must be addressed. He recalled his meeting with leaders in Fiji in November 2014, and the apprehension they expressed. Curricula in architecture and civil engineering colleges, he said, could be reviewed to include energy efficient designs in a big way.

Sources said the Prime Minister wanted existing climate missions to be more integrated, efficient and effective. For instance, the solar mission could integrate wind power and hybrids. There was a discussion on waste to energy projects as well. He also felt there must be constructive engagement in climate negotiations. Presentations were made on climate action plans and the Intended Nationally Determined Contributions (INDCs).

India Builds Solar Plants atop Canals to Save on Land, Water

As India moves to ramp up investment in solar power, it is exploring innovative places to install solar plants, including across the top of canals. Last weekend, U.N. Secretary General Ban Ki-moon inaugurated a new “canal-top” solar energy plant in Vadodara district in India’s western state of Gujarat. “I saw more than glittering panels – I saw the future of India and the future of our world,” said Ban. “I saw India’s bright creativity, ingenuity and cutting-edge technology.” Experts identify two major advantages in building solar plants atop canals: efficient and cheap land use, and reduced water evaporation from the channels underneath.

Earlier this month, India showed it is serious about expanding energy production from renewable sources. Prime Minister Narendra Modi upped the country’s investment target for solar alone to $100 billion, saying India would scale up solar power to over 10 percent of its total energy mix by 2022. As part of that effort, the Ministry of New and Renewable Energy plans to create 100 megawatts (MW) of capacity from grid-connected solar photovoltaic (PV) power plants built on top of canals and on their banks by the end of the government’s latest Five Year Plan in 2017. The ministry will subsidize 30 percent of estimated expenditure of $154 million to construct facilities to meet the canal-top goal. The 10 MW plant on the outskirts of Vadodara city, which began generating power in November, is built across 3.6 km of irrigation canal, and has 33,800 solar panels mounted on steel scaffolding. Connected to the state grid, its output is intended mainly to meet demand from irrigation pumping stations. On a sunny day, the plant generates 50,000 units of electricity (1 unit equals 1 hour of 1,000-watt usage), and is scheduled to produce 16.2 million units in its first year, declining 1 percent annually as the panels degrade.

A quarter of the PV panels for the plant were procured from India, with the rest imported from China. Completed in under six months, the plant’s $18.3 million cost – including 25 years of operation and maintenance – is recoverable in 13 years, according to Umesh Chandra Jain, chief engineer with Sardar Sarovar Narmada Nigam Ltd (SSNNL), the Gujarat government agency that administers this facility and another smaller one.

CHEAPER POWER The cost of producing 1 unit of electricity at the plant is 6.5 rupees ($0.105). SSNNL is entitled to use the same amount of power it feeds into the grid without paying the standard price of Rs7.5 to Rs8 per unit, Jain said. Engineer Navin Reddy with Hyderabad-based Megha Engineering & Infrastructures Limited (MEIL), which constructed the plant, said canal-top plants are more expensive to maintain. But the company incorporated side bars on the scaffolding and walkways between the panels so they can be reached easily for cleaning. The 10 MW plant follows another smaller plant in Gujarat, commissioned in April 2012, 45 km from the state capital Ahmedabad. Set up along a 750-metre stretch of canal, the 1 MW plant has so far generated 4.35 million units of electricity. The plants are part of the Sardar Sarovar project, a hydropower and irrigation scheme that aims to water 1.8 million hectares (4.45 million acres) of land in Gujarat and Rajasthan through 75,000 km of canal yet to be completed. Both the solar power plants are built on branches of the main canal, though which irrigation water runs from a dam on the Narmada River. According to SSNNL, the 10 MW plant has saved on 16 hectares of land, and will potentially prevent 90 million litres of water from evaporating each year.

In general, Jain noted that lower temperatures due to the water body below the canal-top plants boost panel efficiency by around 7 percent.   ENVIRONMENTAL IMPACTS? But the higher construction cost of these plants – because of the use of more structural steel – is a disadvantage, said Anand Upadhyay, associate fellow with The Energy and Resources Institute (TERI) in Delhi. The 1 MW canal-top plant cost $2.8 million, according to SSNNL, whereas a 1 MW land-based solar plant costs $2.3 million. Another problem is that PV panels are usually mounted facing southwards for optimal performance, but a canal might curve and change direction. Using only north-south stretches of water could limit the scale of canal-top plants, Upadhyay said. Long-term exposure to environmental stresses and ingress of water into the panels could reduce their performance, he added. Further concerns center on the potential environmental impacts of canal-top plants on their surroundings, as the risks remain unclear. For example, Upadhyay said canal water could be contaminated by chemicals used on the plant’s scaffolding for maintenance. But SSNNL engineer Tejas Kedariawho said such fears may be unfounded because the canal water is flowing, not stagnant. Others have raised questions about keeping long stretches of PV panels secure. MEIL’s Reddy said 18 CCTV cameras fixed along the length of the Vadodara plant are monitored 24 hours in control rooms, while patrol vehicles are also in operation. Solar power is mooted to be on the agenda when U.S. President Barack Obama visits India in the last week of January. India’s prime minister is expected to make a strong pitch for U.S. investment in climate-smart technologies in India, particularly in the solar sector.

The sun—that power plant in the sky—bathes Earth in ample energy to fulfill all the world’s power needs many times over. It doesn’t give off carbon dioxide emissions. It won’t run out. And it’s free.

So how on Earth can people turn this bounty of sunbeams into useful electricity?

The sun’s light (and all light) contains energy. Usually, when light hits an object the energy turns into heat, like the warmth you feel while sitting in the sun. But when light hits certain materials the energy turns into an electrical current instead, which we can then harness for power.

Old-school solar technology uses large crystals made out of silicon, which produces an electrical current when struck by light. Silicon can do this because the electrons in the crystal get up and move when exposed to light instead of just jiggling in place to make heat. The silicon turns a good portion of light energy into electricity, but it is expensive because big crystals are hard to grow.

Newer materials use smaller, cheaper crystals, such as copper-indium-gallium-selenide, that can be shaped into flexible films. This “thin-film” solar technology, however, is not as good as silicon at turning light into electricity.

Right now, solar energy only accounts for a tiny portion of the India’s total electricity generation, because it is more expensive than alternatives like cheap but highly polluting coal. Solar power is about five times as expensive as what people pay for the current that comes out of the outlets.

In order to have a hope of replacing fossil fuels, scientists need to develop materials that can be easily mass-produced and convert enough sunlight to electricity to be worth the investment.

In a crystal, the bonds [between silicon atoms] are made of electrons that are shared between all of the atoms of the crystal. What’s the biggest difference between how a plant captures light energy and how we do it with solar cells?
We wish we could do what plants do because plants absorb the light, and [they use] that electron to change a chemical bond inside the plant to actually make fuel.

Could you do artificial photosynthesis and emulate a plant?
We would love to be able to make a solar cell that instead of making electricity makes fuel. That would be a very big advance. It’s a very active topic right now among researchers, but it’s hard to predict when we will be able to use it.

One of the reasons we like to plant trees is because they take the CO2 out of the air. If we could do that [with a solar cell], then we could actually deal with global warming problems even more directly because we’d be pulling the CO2 out of the air to make our fuel.

How good are current solar cells at capturing light energy?
So we can talk about the power efficiency. The power efficiency of a typical crystalline silicon cell is in the 22 to 23 percent [range, meaning they convert as much as 23 percent of the light striking them into electricity]. The ones that you typically might be able to afford to put on your rooftop are lower than that, somewhere between 15 and 18 percent. The most efficient, like the ones that go on satellites, might have power efficiencies approaching 50 percent.

The power efficiency is one measure, but the other thing that we’re very concerned about is the cost of making them and the scale of production.

In my opinion, the silicon technology doesn’t scale [up] too well [because it’s expensive to make]. We need to invent some new technology, [which] may not be as efficient, but you need to be able to make millions of acres of stuff if you want to get a lot of energy. People are trying to use new materials like plastics and nanoparticles.
