Solar Output to Increase in India : gurgaon haryana

Indian Prime Minister Narendra Modi gave the nod to increasing the country’s solar capacity five-fold, to a goal of 100 gigawatts by 2022. Currently, the country’s 4.5 GW is no small feat, considering only six nations as of late 2014 surpassed the 5 GW mark, with the U.K. the last country to do so.

Bridge to India, a company specializing in the country’s solar market, projects that India will install around 2.7 GW this year, more than solar-driven Germany. After India produces that solar total within the next two quarters, it will firmly place the country in the top five of solar markets globally, joining China, Japan, the U.S. and the U.K.

The environmental progress doesn’t come without a pinch in the pursestrings: The 100 GW target is expected to cost around 600,000 crore, an equivalence of a whopping US$100 billion. The cost factors in the expected $4 billion it will take U.S.-based SunEdison to build a solar equipment factory that will contribute 10 GW of solar energy to India over the next seven years.

With such heavy spending, the country faces threatening challenges of debt to complete the anticipated production of 80 GW by 2022. Bridge to India found that it would take nearly $40 billion worth of debt to complete the initiative. While the majority of project funding is planned to come from international lenders like the World Bank, it still raises questions about the project’s legitimacy considering the extreme cost.

However, solar energy is the energy of the future and provides countries with a safe and reusable source of electricity. India, with an alarmingly dense population, struggles to distribute its power equally, especially because of the rising costs of fossil fuel-generated power. This makes solar energy an intriguing option, especially for a country that’s constantly kissed by the sun, like India.

Previously, India had only planned to install 20 GW worth of solar energy by the same target year of 2022. Bridge to India previously estimated that India would reach 31 GW by 2019, but that would only be a fraction of the proposed 100 GW set to be installed just three years later.

The United States just eclipsed 20 GW at the end of last year. The growth of solar in the country has been somewhat exponential — increasing from 1.2 GW in 2008, former President George W. Bush’s last year in office, to an incredible 21.3 GW today. The increase has been a direct reflection of interest from other countries as well, as China, Germany and now India have all seen enormous spikes of intended solar production within the next few years.

To exemplify just how much 1 GW of solar energy can contribute, the largest coal power plant in the U.S., Plant Bowen in Georgia, is 3.5 GW and has the capability of providing energy to 1.9 million homes in the country. Global solar installations to are expected to reach 57.4 GW this year, with India paving the way. While India’s progression is certainly an accomplishment to recognize, it may not remain on top of the solar news for long.

China set its own target of 100 GW of solar power, but two years earlier than India. Only six countries have surpassed the 5 GW mark, but it’s unlikely to remain that way for long as solar power is the newest attractive alternative to fossil fuel-generated power.

Additionally, more than 300 million Indians have no access to electricity. For this situation to change dramatically, we have to adopt futuristic technology that will have a force multiplier effect.

A World Bank study, ‘Power for all: Electricity Access Challenge in India’ highlights the enormous impact of making electricity available to all. The potential value of the additional lighting can be as large as 11.5 per cent of a typical household’s monthly budget. If universal access is achieved, the improved lighting alone would result in $3.4 billion annual benefit, the report says.

Future belongs to renewables

Globally, the trend is to move away from fossil-fired power generation to renewable energy sources, in particular, solar.  On the generation side, the future is in distributed generation. Microgrid and smart grid technologies will dominate the transmission and distribution side. The country must develop renewable sources of energy, such as solar, wind, and others.

According to the KPMG report, ‘Taxes and Incentives for Renewable Energy’, the worldwide solar PV capacity has expanded 53-fold since 2004. In comparison, wind capacity has grown 10-fold. In addition, the report highlights that renewable sources, excluding hydropower, contributed to almost 44 per cent of the new power capacity added in 2013 and around 6.5 million people worldwide now work directly or indirectly in the renewables sector.

The report highlights that “the growth in renewable energy is driven mainly by government incentives, which totaled $101 billion globally in 2012, up 11 percent over the previous year”.

Solar can transform India

India is blessed with sunlight for more than 300 days in a year and solar power plants once installed can continue to produce and deliver electricity over many years. Some companies have already taken that path. According to reports, Infosys plans to meet all its electricity needs from renewable resources by 2017-end. Wipro meets around 20 percent of its current energy needs from renewable sources. Brakes India has set up a solar power plant at its facility in Tamil Nadu that will annually generate over 14 million kWh of electricity.

Due to endemic power shortages, many in India depend on diesel generators (DGs) for back-up power. Solar panels mounted on rooftops can replace the use of DGs since they are almost 50 percent cheaper. Rooftop solar PV systems can be either grid-connected or standalone. In the former, the DC power generated from solar PV panels is converted to AC power using the power conditioning unit.

Power generated during daytime powers the captive loads and any excess can be fed to the grid. If the solar power generated is not sufficient, captive loads are served by drawing  from the grid. The beneficiary pays to the utility on net meter reading basis only. Depending upon the application, the rooftop solar power may also require battery backup.

Rooftop solar projects have distinct ownership arrangements:

Self-owned arrangement wherein rooftop owner also owns the PV system.
A third-party arrangement, where the developer owns the PV system and ties up with the rooftop owner.

India’s success would inspire others

Recently at the global investors meet and expo ‘Re-Invest 2015’ organised by the Ministry of New and Renewable Energy, the government spelt out its plan to add 100 gW of solar power and 60 gW of wind power. To put those numbers in perspective, 1 gW provides power for 700,000 modern homes; 160 gW would power a sizeable portion of India’s energy needs. The conference received commitments from 200-plus global and domestic companies to set up 266 gW of renewable power over five years. Some believe that it is an audacious programme.

But the UN secretary general’s special envoy for cities and climate change, Michael Bloomberg, nailed it when he said, “Imagine the signal it would send to the world if India were able to achieve its goal of bringing electricity to every household that lacks it, largely using clean solar power — at a fraction of the cost of the conventional grid. It would be a success story told — and copied — around the world.”

India Builds Solar Plants atop Canals to Save on Land, Water

As India moves to ramp up investment in solar power, it is exploring innovative places to install solar plants, including across the top of canals. Last weekend, U.N. Secretary General Ban Ki-moon inaugurated a new “canal-top” solar energy plant in Vadodara district in India’s western state of Gujarat. “I saw more than glittering panels – I saw the future of India and the future of our world,” said Ban. “I saw India’s bright creativity, ingenuity and cutting-edge technology.” Experts identify two major advantages in building solar plants atop canals: efficient and cheap land use, and reduced water evaporation from the channels underneath.

Earlier this month, India showed it is serious about expanding energy production from renewable sources. Prime Minister Narendra Modi upped the country’s investment target for solar alone to $100 billion, saying India would scale up solar power to over 10 percent of its total energy mix by 2022. As part of that effort, the Ministry of New and Renewable Energy plans to create 100 megawatts (MW) of capacity from grid-connected solar photovoltaic (PV) power plants built on top of canals and on their banks by the end of the government’s latest Five Year Plan in 2017. The ministry will subsidize 30 percent of estimated expenditure of $154 million to construct facilities to meet the canal-top goal. The 10 MW plant on the outskirts of Vadodara city, which began generating power in November, is built across 3.6 km of irrigation canal, and has 33,800 solar panels mounted on steel scaffolding. Connected to the state grid, its output is intended mainly to meet demand from irrigation pumping stations. On a sunny day, the plant generates 50,000 units of electricity (1 unit equals 1 hour of 1,000-watt usage), and is scheduled to produce 16.2 million units in its first year, declining 1 percent annually as the panels degrade.

A quarter of the PV panels for the plant were procured from India, with the rest imported from China. Completed in under six months, the plant’s $18.3 million cost – including 25 years of operation and maintenance – is recoverable in 13 years, according to Umesh Chandra Jain, chief engineer with Sardar Sarovar Narmada Nigam Ltd (SSNNL), the Gujarat government agency that administers this facility and another smaller one.

CHEAPER POWER The cost of producing 1 unit of electricity at the plant is 6.5 rupees ($0.105). SSNNL is entitled to use the same amount of power it feeds into the grid without paying the standard price of Rs7.5 to Rs8 per unit, Jain said. Engineer Navin Reddy with Hyderabad-based Megha Engineering & Infrastructures Limited (MEIL), which constructed the plant, said canal-top plants are more expensive to maintain. But the company incorporated side bars on the scaffolding and walkways between the panels so they can be reached easily for cleaning. The 10 MW plant follows another smaller plant in Gujarat, commissioned in April 2012, 45 km from the state capital Ahmedabad. Set up along a 750-metre stretch of canal, the 1 MW plant has so far generated 4.35 million units of electricity. The plants are part of the Sardar Sarovar project, a hydropower and irrigation scheme that aims to water 1.8 million hectares (4.45 million acres) of land in Gujarat and Rajasthan through 75,000 km of canal yet to be completed. Both the solar power plants are built on branches of the main canal, though which irrigation water runs from a dam on the Narmada River. According to SSNNL, the 10 MW plant has saved on 16 hectares of land, and will potentially prevent 90 million litres of water from evaporating each year.

In general, Jain noted that lower temperatures due to the water body below the canal-top plants boost panel efficiency by around 7 percent.   ENVIRONMENTAL IMPACTS? But the higher construction cost of these plants – because of the use of more structural steel – is a disadvantage, said Anand Upadhyay, associate fellow with The Energy and Resources Institute (TERI) in Delhi. The 1 MW canal-top plant cost $2.8 million, according to SSNNL, whereas a 1 MW land-based solar plant costs $2.3 million. Another problem is that PV panels are usually mounted facing southwards for optimal performance, but a canal might curve and change direction. Using only north-south stretches of water could limit the scale of canal-top plants, Upadhyay said. Long-term exposure to environmental stresses and ingress of water into the panels could reduce their performance, he added. Further concerns center on the potential environmental impacts of canal-top plants on their surroundings, as the risks remain unclear. For example, Upadhyay said canal water could be contaminated by chemicals used on the plant’s scaffolding for maintenance. But SSNNL engineer Tejas Kedariawho said such fears may be unfounded because the canal water is flowing, not stagnant. Others have raised questions about keeping long stretches of PV panels secure. MEIL’s Reddy said 18 CCTV cameras fixed along the length of the Vadodara plant are monitored 24 hours in control rooms, while patrol vehicles are also in operation. Solar power is mooted to be on the agenda when U.S. President Barack Obama visits India in the last week of January. India’s prime minister is expected to make a strong pitch for U.S. investment in climate-smart technologies in India, particularly in the solar sector.

Solar Energy Is Important as Clean Energy
Since solar energy is completely natural, it is considered a clean energy source. It does not disrupt the environment or create a threat to Eco-systems the way oil and some other energy sources might. It does not cause greenhouse gases, air or water pollution. The small amount of impact it does have on the environment is usually from the chemicals and solvents that are used during the manufacture of the photovoltaic cells that are needed to convert the sun’s energy into electricity. This is a small problem compared to the huge impact that one oil spill can have on the environment.

Solar Energy Is Versatile
Solar energy cells can be used to produce the power for a calculator or a watch. They can also be used to produce enough power to run an entire city. With that kind of versatility, it is a great energy source.

Cash-rich public sector units have been asked to contribute to achieving government’s ambitious target of 1,00,000 mw solar power generation target by 2022, a senior official in ministry of new and renewable energy said.

“Lot of PSUs have huge reserves of money with them. They can invest some amount here. We have already written to them and held discussions. The response has been quite good,”

Power utility NTPC has already communicated that it would create 3,300 mw solar power generation capacity. Coal India, which produces 80 per cent of India’s coal, has said it would do 750 mw to begin with, Kapoor said.

PSUs belonging to the oil and natural gas sector which generates solar power of small capacities have decided to form a joint venture company and create a capacity of 1,000 mw.

 

PSUs’ investing in the new and renewable sectors are entitled to some tax benefits for the equity part.

India has set an installation capacity target of 1,00,000 mw solar and 60,000 mw wind energy by 2022 for the long-term energy security of country which would entail an investment of Rs 10 lakh crore.

It might require Rs 6 lakh crore for achieving the solar target and Rs 1.5 lakh crore for nearly doubling the capacity in the wind power sector. The remaining would be required for tapping opportunities in other verticals of new and renewable sector including for transmission.

The sun—that power plant in the sky—bathes Earth in ample energy to fulfill all the world’s power needs many times over. It doesn’t give off carbon dioxide emissions. It won’t run out. And it’s free.

So how on Earth can people turn this bounty of sunbeams into useful electricity?

The sun’s light (and all light) contains energy. Usually, when light hits an object the energy turns into heat, like the warmth you feel while sitting in the sun. But when light hits certain materials the energy turns into an electrical current instead, which we can then harness for power.

Old-school solar technology uses large crystals made out of silicon, which produces an electrical current when struck by light. Newer materials use smaller, cheaper crystals, such as copper-indium-gallium-selenide, that can be shaped into flexible films. This “thin-film” solar technology, however, is not as good as silicon at turning light into electricity.

Right now, solar energy only accounts for a tiny portion of the India’s total electricity generation, because it is more expensive than alternatives like cheap but highly polluting coal. Solar power is about five times as expensive as what people pay for the current that comes out of the outlets.

In order to have a hope of replacing fossil fuels, scientists need to develop materials that can be easily mass-produced and convert enough sunlight to electricity to be worth the investment.

In a crystal, the bonds [between silicon atoms] are made of electrons that are shared between all of the atoms of the crystal. That electron can then move around the crystal freely, and we can get a current.

The order, passed by the department of renewable energy, is in line with the state’s solar power policy framed in September 2014, officials said. Its implementation will help the power-hungry state augment generation and ease pressure on its distribution network that’s prone to breakdowns, particularly in Gurgaon where demand is very high.

The minimum solar power capacity to be installed is 1 kilo Watt or 5% of a building’s connected load, whichever is higher. A 1 kW plant can generate up to 4.5 units of electricity a day, enough to power three fans, seven tubelights and a cooler for four to five hours, said Sandeep Yadav, project officer of the state’s department of renewable energy.

Failure to install the solar panels by September would attract penalties between Rs 10,000 and Rs 10 lakh, officials said.

Additional deputy commissioners (ADC) of all districts in Haryana will be the implementation officers for the government’s mandatory solar power programme.

“This policy is being implemented to meet the expected rise in demand for electricity in cities such as Gurgaon,” Vinay Pratap Singh, ADC Gurgaon, said. “All residential buildings on a plot size of 500 square yards and above falling within the limits of municipal corporations, municipal councils, HUDA and HSIIDC (the industry body) will have to install solar power plants in line with the state’s policy. Even educational institutions, government buildings, hospitals, commercial establishments like malls and licenced builder colonies will have to conform to the policy.”

Yadav, the project officer in Gurgaon, said the modalities of connecting rooftop panels with the power grid, through the net-metering system, was being worked out. In such a system, a consumer generating excess power through solar panels can sell the surplus to the grid and get the amount deducted from his or her power bill. “The modalities for the net-metering system should be finalized in two weeks,” Yadav said.

While installation costs of the solar units would not be cheap, Singh chose to emphasize the positives, saying its successful implementation would bring an end to outages, which are long and frequent in Gurgaon and other Haryana cities in summer.

The new government has unfurled plans to build 100 gw of solar power by 2022. Here are a few suggestions to execute this grand vision:

First, it’s time the general perception that solar energy is expensive is removed. India gets 70% more solar radiation than European countries. This means the same solar panels yield 70% more power in India. In addition, peak demand in India coincides for 70-80% of the time during which solar energy is harnessed. This peak demand is mostly met by diesel, which costs almost double that of solar electricity, currently at Rs 6-7 per kWh.

So, when we commission a solar plant, it will displace diesel for 70-80% of its generation and imported coal for the rest. At all times, solar is substituting for imported energy, which is far more expensive.

Second, adequate capital should be raised without crowding out investments in other sectors. The proposed 100 gw capacity requires about $125 billion, of which $90 billion will be debt financing. The global financial crisis has created a great opportunity for availing cheaper credit from global markets. As per International Energy Agency (IEA) estimates, green energy will receive almost 60% of the $5 trillion expected to be invested in new power plants over the next decade. Solar’s requirement is less than 2% of this amount.

The Holy Grail of successful financing is effective allocation of risks between different stakeholders — in this case the consumer, the investor, central/state governments and the developer. The development cost and schedule risk are best borne by technically competent solar power developers once a power purchase agreement (PPA) is signed with a state electricity board (SEB). The developer is in the best situation to procure land, negotiate for panel prices with investors and execute the project expeditiously.

Fortunately, solar power requires far fewer clearances than for coal and doesn’t require contiguous land. The government should put a 25 mw per bid floor to ensure technical and financial competence of the bidder.

A big part of solar energy costs is the cost of debt, since fuel costs are zero and operational costs are minimal. Any action by government to reduce interest cost will reduce the cost of solar energy and accelerate its adoption. A foreign lender will view depreciation of currency as a risk since the tariff is designated in rupees and will want to be compensated for that higher risk.

The government/RBI should mitigate that risk away from foreign lenders. This potentially has no cost to the government/RBI since implementation of solar energy will contribute to the appreciation of the rupee. This is because we estimate forex savings of more than $500 billion over a 25-year period from the commissioning of 100 gw solar power and substituting the use of diesel and imported coal.

The developer is incurring a major portion of costs in dollars, but is shielding the consumer from rupee depreciation risk by designating the tariff in rupees. Solar investments’ dollar economic internal rate of return to the Indian economy is in the high teens while the borrowing of debt could be only at 5-6%. The economic surplus from each project is transferred to and aggregated in the larger Indian economy. Hence, the role of the RBI and government is perfectly justified and is crucial in achieving this grand vision.

If developers can avail of the debt in rupee at 5-6% — i.e. at the same interest as that of international dollar denominated debt, they can provide solar power at less than Rs 5/kWh, and that too with no escalation in future. They also don’t strain the domestic banks and can raise all the debt abroad.

The government can easily raise about $15-20 billion per annum over the next five years from external sources including NRIs, multilateral agencies, development banks, sovereign wealth funds and lend directly to projects once the PPA is signed up. This will also accelerate development of solar projects since raising debt financing for individual projects can consume a lot of resources.

One must also ensure reliability of cashflows from solar projects. There are substantial credit risks which hound the power sector due to the deteriorating credit profile of the SEBs and the lax enforcement of the renewable purchase obligation (RPO) mechanism. The state government needs to backstop the PPAs with the SEBs and ensure strict compliance of the RPOs.

The Centre should provide a guarantee that if states/SEBs do not pay their solar developer in time, they will step up and take it out of allocation to the states. Only those states that sign up for this programme should be entitled to the foreign exchange risk covered by the central government/RBI and avail of cheap solar power.

The benefits of tapping into our own clean energy source are unmatchable from an energy security viewpoint, climate change mitigation, adoption of future-proof technology and developing quicker power sources, generation of employment accelerating our growth rate. There is little doubt that the government needs to ensure reliable and cost-effective energy supply to ensure making the ‘Make in India’ programme a resounding success. There are few initiatives so impactful and so easily doable for our country. Solar can be the shale equivalent of India.
